It's not necessary, though it will provide some performance benefits.
If you do decide to upgrade, backup your database first. Once you've done that, uninstall PostgreSQL 8.2, install 8.4 (if you're going to upgrade this way, might as well go all the way to 8.4), then restore from your backup. The database files themselves aren't compatible across versions so you do need to backup and then restore into the new version. Once you've restored into the new version you can delete the PostgreSQL/8.2 directory which housed your old database.
