Where do you see that?
Is it a custom stat you downloaded?
It sounds like it could be to do with Standard Deviation, or sample size for stats, but without seeing the stat I don't know.

@ skolnieks- I think you are refering to a stat counter I guess...if so then 70% is the deviation.
