PAH not telling me how many hands played with individuals prior to the current session. I liked that feature as a peek into opponents expectations of my play.

I am comparing v3 with v2 which did report that stat.

PAHud questions only - NOT PT3 HUD.

What PAH stat are you talking about? As far as I'm aware you could never see how many hands you have played with a specific player on the HUD as this could be misleading, since they may have more (observed) hands on you than you have played together.
