how can I make a custom stat that shows the open raise percentage in UTG?

If that's for the HUD you can use the 'Position' property on a stat in the HUD Profile editor to set that. If you want to create a separate statistic for UTG (assuming this is for 6max) you'll need to add:

cash_hand_player_statistics.position = 3
